Located on the planet Mercury. It is the base of operations for the Kalsan Alliance. Since the Citadel is so near the Sun, ordinary space-shuttles can not even begin to approach without sustaining serious damage from the Sun’s radiation and magnetism.
Each major planet has a Kalsan Embassy which transports the new recruits to the Citadel Kesseke.
