Mogul Shrubb is the primary non-baronial figurehead for the Kroy Territories. He is responsible for creating civil policy, ensuring that the baronies of Kroy work together properly, and maintaining diplomacy with the many peoples of the Galaxy.
Mogul Shrubb led several wars in his short time, and served in a time of great uncertainty. Economic problems appeared, civil strife surfaced, and many of the Galaxy’s great baronies lost trust in Kroy.
